SAHA boosts economic credentials with the recent addition of Martin Oaten to our Transport practice

SAHA is pleased to welcome Martin Oaten to our team.  Martin has worked as a transport economist for 22 years and joins SAHA’s existing senior economics team of Paul Wait and Dr Anthony Ockwell to offer our clients a significant capability in this area.

Martin has extensive experience in cost benefit analysis with particular expertise in applying appraisal guidelines in numerous jurisdictions.  In Australia this includes the Australian Rail Track Corporation, NSW RTA Economic Analysis Manual, as well as RailCorp and NSW Treasury approaches to project appraisal.  In addition, he has also applied the Australian Federal Government’s national transport appraisal guidelines.

After relocating to new offices at 385 Bourke Staff in December 2008, the new SAHA Melbourne office was officially opened with a function on Thursday 19 March 2009.  Invitees came from as far as South Africa to enjoy the evening, with special guest speakers Mark Snape (John Holland Group) and Mr Kenny Booysen (Western Cape Department of Transport and Public Works).

SAHA was pleased to host a great mix of clients from across the Energy, Water and Transport Sectors.  All of whom enjoyed the sweet sounds from the Soul Divas trio and great food supplied by local catering firm Blahnik.

Overall it was a great night, enjoyed by all with all attendees receiving a special SAHA showbag!

SAHA appointed as Commercial Advisor for Sydney Ferries Reform

Following the outcomes of the Walker Report into the future of Sydney Ferries, SAHA has been appointed as the strategic procurement advisor to the NSW Ministry of Transport for the Sydney Ferry Reform Project.

The assignment will be ongoing throughout 2009. with SAHA's areas of responsibility covering:

  • Procurement Strategy;
  • Transaction documentation;
  • EOI and tender assessment; and
  • Negotiations.

SAHA to advise on Grain markets across three states

SAHA has been appointed advisers to State and Federal Governments for reviews of grain markets in NSW, WA and Victoria.

In NSW, SAHA is a member of the Grain Task Force commissioned by the Australian Government to review the NSW grain rail network.  SAHA's role in this project includes involvement in stakeholder consultations, the provision of Australian and international grain market expertise and an assessment of grain supply chain costs through the development of a comprehensive rail and road cost model.

In WA, SAHA have teamed with KPMG to undertake a comprehensive review of bulk grain logistics in the State.  The review incorporates an assessment of the submission by the WA Grain Infrastructure Group to the Australian Government for network funding.  SAHA's role is to undertake a complete review of the farm gate to port logistics network, including a full assessment of the current and possible future road, rail and storage operations.

In Victoria, SAHA have been engaged by Essential Services Commission (ESC) of Victoria to provide technical input to the Grain Regulation Review, incorporating the structure of the grain industry, marketing in the new deregulated environment, grain logistics and competition policy.  SAHA is assisting the ESC with stakeholder consultations and input to the draft and final reports, including recommendations on proposed regulatory reform.

Dr Anthony Ockwell joins SAHA as a Director in SAHA's Transport practice

SAHA is pleased to welcome Dr Anthony Ockwell to our team.  Anthony's long and distinguished career in transport economics, policy and reform adds further calibre and depth to the advice we are able to offer our clients in these key strategic areas.

From 1978 to 2006, Anthony worked in the Australian Government, largely as a senior executive in the Department of Transport and Regional Services.  In this capacity he had responsibility for a wide range of activities including road transport reform, road safety policy and research, infrastructure investment analysis, technology and innovation, evaluation of government regional programmes and economic research.  More recently, Anthony has worked as a consultant for Meyrick and Associates and as an independent consultant.

Treasurer announces release of SAHA discussion paper

Acting Treasurer, Steve Kons, has announced the release of a discussion paper prepared by SAHA International outlining proposed changes to the regulatory framework for Tasmania’s water and sewerage sector.

SAHA and Climate Managers appointed to VRET Audit Panel

SAHA and Climate Managers are pleased to announce their joint appointment to the VRET Audit Panel.

Despite zero liability for acquirers in the 2007 Calendar year, the ESC still requires producers and acquirers of VRECs to undertake the audit process.

Nomination of the auditors must be lodged with the ESC Victoria by 28th January 2008, and the audits completed by 18th February for VREC Acquirers and by 14th March for VREC Generators.

Re-franchising of Melbourne’s Metropolitan train and tram network

Saha International has been appointed as joint commercial advisors to the Department of Transport in Victoria in relation to this franchising process. As announced by the Victorian State Government in August, it will run a major worldwide tender for the operation of Melbourne’s train and tram networks as part of its plan to improve public transport services across Victoria. The Department of Transport has begun work on the tender process and it is expected that tenders will be called by mid 2008.

Kudu Project – Namibia

Saha International is currently the lead commercial advisor for a consortium advising the state-owned Namibian electricity company, Nampower, on a national power generation project. The project involves the development of an offshore gas field and gas supply infrastructure and the construction of a large combined cycle gas turbine power station. The electricity generated will supply the growing Namibian domestic market as well as the South African power market through an enhanced transmission grid. Consequently the project includes the export of surplus gas and power to South Africa through nearly 1000km of transmission lines and gas pipelines.

The project is complex and multi-tiered and much of the work revolves around developing project concepts, testing their feasibility, developing commercial positions and assisting in commercial negotiations. The commercial arrangements cover ownership, PPAs, Gas Supply Agreements, transmission contracts, carbon credit mechanisms, operations, maintenance and construction arrangements.
